NAO SUPPORT PROJECT - AUDIT TO PE N°1

Breve Descrição

The project aims at increasing the absorption capacity of external resources, in particular EDF. The purpose is the strengthening of the management capacity and efficiency of operation of the NAO, taking into account the Mozambican institutional framework. As to results 2 phases are foreseen: in the 1st one the GON is operational nd effective in managing EDF co-operation and the reorganisation of support mechanism is prepared through a process of adequate consultation. In the 2nd the support mechanism to NAO functions is reorganised and consolidated, information on Mozambique-UE co-operation developed and rapid mobilization of short term technical assistance for EC cooperation needs is ensured. The activities related to phase one are: i) continuation of previous support to the GON for an estimated duration of 24 months ii) preparation of reform of the mechanism for the support to the NAO through a consultation process (Government and EC), including assessment of training and capacity building needs extensive to the sector Ministries, as well as institutional support. The second phase will see implementation of reforms in 1st phase, with important training package in support both to GON and to the sectoral Ministries and including i)short term training in EDF procedures and development methodologies ii)on the job training. In 2nd phase mechanism for progressive phasing out of EC financing of acting allowances in favour of Government officials to be defined.Total cost is 1,5 M€. Location capital Maputo.
