HIV/AIDS Prevention in Mozambique
Brief Project Description
The context: According to new epidemiological surveillance data, the HIV prevalence in Mozambique is higher than had been anticipated (an average of 16% against the projected 14,9%), and uneaven regional distribution patterns. AIDS is thus posing a real threat to development efforts and poverty reduction. The national response to the increased challenge is shared between the Ministry of Health (MISAU) and the National AIDS Council (CNCS), the latter being of ever-increasing importance when it comes to mobilizing the civil society, supported by an intersectoral approach (“mainstreaming”) in AIDS prevention. Significant international advisory & support mechanisms are in place at national level, generally taking on a macro approach (for planning, monitoring, quality assurance & allocation of funds). Goals / objectives of the project: The German bilateral technical assistance project aims at the support of the formal sector (MISAU, CNCS), and existing non-government organizations, to qualify for good professional, managerial and administrative performance, and for improved public awareness strategies in the 3 Provinces Inhambane, Sofala and Manica. Ultimate beneficiaries are the population of the provinces, with a focus on the young generation, girls and women. Project objectives will be regarded attained, when the following indicators are met: - Annually produced, multisectorial & realistic provincial plans of operation, developed on a concerted bottom-up joint effort together with the districts; - 95% of the secondary schools in the provinces will have worked with the interactive / participatory learning model ‘faca-comigo-o percurso; - production and distribution of relevant health information messages (media); -selected technical support to planning, implementing and maintaining relevant service structures (GATV; day care hospitals etc.). Methodological issues & implementation: - The support will focus on training and manpower development of staff at province and district levels (technical personnel at health institutions; awareness creation / motivational at educational institutions; administrative / managerial skills at NGO level); - The local co-ordination structure of the CNCS is at the centre of support, through which competence raising efforts will be directed towards increased local capacity; cooperation with DED (German Development Service); - The general public will be addressed through the support to modern media, like local (community) radios and video production; further by interactive & participatory learning models so as to foster modern concepts of appropriate partnership in society.
