Within the Sector Programme for Decentralisation of the Austrian Development Cooperation in Mozambique the project PADM 2 is a key activity in the Province of Sofala. It targets 7 areas: the municipalities of Dondo and Marromeu and the districts of Buzi, Dondo, Marromeu, Chibabava and Machanga. The project purpose to strengthen the decentralisation process - and herewith 'make the dividend of piece noticeable' to the poor population of Mozambique´s countryside - is realized with simultaneous activities on three levels: 1. support for local participatory decision-taking processes and hence upgrading of local infrastructure, 2. support for the elaboration of local strategic plans, and 3. capacity building on district and municipality level. The project constitutes the first phase of the PADM 2.
