Roads: Periodic Maintenance and Capacity Building Programme (Capacity building ANE PE-1, ROAD PERIODIC MAINTENANCE AND CAPACITY BUILDING PROGRAMME)

Breve Descrição

The overall objective is to contribute to poverty reduction and integration of population by stimulating economic growth through increasing rural access and improved roads and road sector management. The purpose of the project is to achieve a sustainable management and financing of road maintenance of a strategic network by the end of phase 1 of ROADS III. The project is directly accountable for producing a reduced backlog of periodic maintenance, increased capacity in management of road maintenance contracts, and increased and improved management of Road Fund revenue. In order to deliver the above results, the project will be implemented through three components: 1) Financing of backlog of periodic maintenance on some projects in the annual road maintenance plan 2004 - 2006; 2)Targeted training of the national road agency's staff, provincial road staff and Road Fund staff, through capacity building activities, such as individual training, short-term TA, seminars and studies; and 3) Financial annual assessments(technical & financial)of progress in the Road Fund operation and audits. The project will be implemented through sector budget support to the Road Fund in three tranches of Euro 4 million each, and a still to be contracted capacity building component comprising three programme estimates of a total of Euro 1,5 million. The remaining balance of Euro 0,5 million is for evaluations, audits and contingencies. 9ACPMOZ002-2 to provide for the Programme estimate with activities to increase the National Road Agency's capacity in management of road maintenance contracts and increased & improved management of Road Fund revenue.
