Primary Education and Vocational Training Programme
Brief Project Description
This project is the continuation of Project 2001.2513.8. In Mozambique about 1 million children do not attend school and the quality of provided education is still low with high repetition and drop-out rates. Only 44% pupils finish the first five years of Primary School and only 15% complete the 7 years of Primary School. 80% of pupils who finished technical schools do not get employed. “Promotion of Basic and Vocational Education in Mozambique” is part of the German contribution in education to address these problems. The program works in partnership with the Education Ministry and it’s subordinated structures on local level and is in line with the National Strategic Education Plan ESSP, the Mozambican participation in the EFA/FTI and the PARPA. It has two promotion areas: Basic Education (Sofala, Inhambane, Manica) and Vocational Education (Maputo, Sofala, Inhambane, Manica) with the overall goals to provide children, youth and adults – especially women – with live skills orientated basic education and labor market orientated vocational education. There are five interlinked objectives of the program, which are derived from the ESSP: Strategic Planning and Monitoring; Improvement in educational management in provinces, districts, school networks and schools; Methodological training of teachers at primary schools and vocational trainers; Cooperation of schools, parents, communities, private sector actors and civil society partners towards better implementation of basic and vocational education; and Functional literacy measure for vocational training and promotion of small business. The program acts on 3 implementation levels: MACRO – active part in donor coordination and advisory of Education Ministry; MESO – program assists the provincial and district education structures to implement the ongoing public sector reform and the new teacher training strategy. In addition, the program advises at school level on how to create and manage quality, how to prevent HIV/AIDS and how to realize gender equity. The gained best practices are then fed back to the meso and macro levels and used to develop strategies further. On national as well as on province and district level all activities are carried out in partnership with other donors and NGOs.
