National Integrated Programme for Social Action, Employment and Youth

Breve Descrição

In support to the national efforts to reduce the incidence of absolute poverty, UNDP’s programme, as outlined in its CCF (2002-2006), aims at upstream and capacity building related interventions in two programme areas namely poverty reduction and democratic governance. The National Integrated Programme for Social Action, Employment and Youth (NIP) fits into the poverty reduction cluster. The NIP is an instrument drawn by the Government with a view to facilitate the planning, orientation, and coordination of the intervention of various Government department with the purpose of eliminating social exclusion, reducing absolute poverty and guaranteeing sustainable human development. Its long-term goal is to raise the social and economic assets of most disadvantaged population groups in order to empower them to ensure their active participation in the poverty reduction efforts. The first phase of the NIP went from 1999 to 2001 with the objective of strengthening the capacities of the Government and communities to implement actions with an immediate impact on poverty. The key characteristics included: focus on isolated communities and social inclusion of the disadvantaged groups encouraging collective organization; high level of community involvement, emphasis on motivating communities to use human capacities, rely on community resources, and work independently; interventions premised upon income generation and diversification, and focus on capacity building of communities and government staff. The PNI 2002-2006 aims at consolidating and strengthening the work begun in phase I. While based on the same characteristics as the pilot phase, this second one concentrates on the fine-tuning of methodologies, consolidation and replication of community based projects; increase and enhancement of the Government’s capacity to develop and strengthen inter-sectoral coordination for implementing poverty reduction initiatives at community level, and set up mechanisms to identify best practices from these initiatives that will influence pro-poor policy making. The expected results are: - strengthened the capacity of the CNRS at central, provincial and district level to better coordinate the intervention of the different stakeholders in the planning and implementation of the community based poverty reduction initiatives; - strengthened the capacity of the communities to address poverty with the resources at their grasp thus, actively participating in the implementation of PARPA. In 2004, the Ministry of Labour turned to UNDP for support in coordinating the revision of the labour law. 120.000 usd were channeled through UNDP and more specifically through this project to support the ministry in the revision process.
