Breve Descrição

The main objective of UNDP Mozambique and partners agencies is to support the Government of Mozambique in improving the lives of its citizens – reaching this objective is guided through the overall framework of the Millennium Development Goals. As stated in the CPD, 70% of the population lives in rural areas – poverty levels remain at 54%, affecting more the rural population. Though economic growth was at 7.5% in the timeframe of 2005 – 2009, the growth has not been equitable, with social disparities increasing. Many factors, including natural disasters, disease, and low agricultural productivity have contributed to persistence in poverty. In terms of demographics, over 50% of the population was less than 18 years in 2008. Within the context of this situation, this project will focus on the reduction of rural poverty through promotion of local economic development, with emphasis in fostering and supporting micro, small and medium enterprises (MSMEs) creation and development at the local level. Through this focus, the aim of all interventions will be to create and increase access to decent work that leads to improved incomes and livelihoods targeting youth and women, thus contributing as strategically as possible to the reduction of poverty levels and vulnerabilities to natural disasters in the country. Specifically, the project will contribute to MDG one by working towards the provision of increased incomes for local communities, MDG three in promoting gender equality and empowerment of women by focusing on access to opportunities for women and girls, and MDG eight in developing partnerships for development. Building on the past UN work in the Economic Area, the project will strengthen the institutional and legal framework for fostering inclusive growth centered on the rural economy and enhancing territorial development for human development. It will help to increase economic opportunities for micro, small and medium enterprises in rural and peri-urban areas through inclusive market strategies and availability of financial services through inclusive and innovative microfinance products and services, building on its experience in local development and its collaboration with the UN Capital Development Fund (UNCDF). The project will also focus on selected district administrations capacity development to include local development dimensions in their strategies and plans, as well as to monitor and evaluate their implementation. Internally, the project will work closely with the Disaster Risk Reduction (DRR) Unit in concerns of disaster risk reduction, adaptation to climate change, and environment and natural resource management, focusing on promoting access to climate resilient livelihoods for the most vulnerable. In terms of collaboration with UN agencies, clear synergies with future UNIDO and WFP work within this area have been identified, and outlined in the outputs in the following section. UNDP has been working with UNCDF on a joint programme for inclusive finance, and will continue to do so in the next phase.
