Support to PARPA Monitoring and Evaluation

Breve Descrição

In Mozambique, the PARPA is the instrument for fully integrating the MDGs within priorities, policies and resource allocation decisions taken by the government. It sets the national priorities and strategies, including numerical and time-bound targets for human development and poverty reduction. Key to the success of the PARPA implementation is an effective monitoring and evaluation system, that can provide the elements for its continuous improvement. In order to monitor progress in poverty reduction, the Government designed the Monitoring and Evaluation Strategy which has became even more crucial with the need to integrate the MDGs in PARPA. In view of the institutional weakness, operationalizing the M&E Strategy remains a challenge that UNDP is helping address. The overall objective of the project is to strengthen the Government’s capacities for poverty monitoring and evaluation to ensure effective implementation of PRSP/PARPA thus enhancing pro-poor policy making in Mozambique. The expected results are: - capacity building of the technical secretariat of the Poverty Observatory (OP) for poverty monitoring and MDGs performance tracking; - establishment/strengthening of poverty monitoring information systems at central and provincial levels; - poverty related strategic and impact evaluation studies; -nationwide sensitisation and dissemination on PARPA and MDGs; -revision and updating of PARPA, mainstreaming cross-cutting issues (HIV/AIDS, Gender and ICT) in the implementation of PARPA, and integration of the MDGs.
