- Support to the Parliament

- Following on the previous programme of support to the parliament, which ended in 2002, UNDP together with the Parliament Secretariat has developed a new programme of support. The programme is based on the Strategic Plan for the Parliament that was produced and approved in 2004, and refects the prioritoes identified therein. This project takes a broad, yet strategic approach to parliamentary development, based on the strategic plan and further consultations with a cross-section of members, staff and development partners. Support for the review and revision of Standing Orders of the Assembly is expected to facilitate more efficient and effective proceedings in plenary and in committee sessions. Appropriate orientation for deputies will enhance the ability of members to participate in these sessions with greater utility. The efforts to strengthen the capacity of the staff of the legislature and to improve the support services provided to members will be a major focus of the project. The installation of more efficient human resource planning, internal budget development processes, integrated information management systems and the provision of necessary basic equipment will prepare the secretariat to service the legislature and contribute to long-term strategic planning for parliamentary reform. The emphasis placed by the project on strengthening the capacity of committees will contribute to both a more effective legislative process resulting in more coherent, well-articulated laws subject to stringent review and analysis as well as a more robust exercise of the Assembly’s oversight duties. Transparency and improved access to information is expected to increase public confidence in the legislature and facilitate stronger, more meaningful public involvement in the policymaking process. Finally, the project will attempt to enhance the participation of civil society organizations in the parliamentary process such as carrying out watchdog functions, facilitating more women political candidates, developing constituency relations and promoting civic education with the collaboration of parliamentarians and political parties. The following are the major outputs expected from the project: - Technical backstopping support for the implementation of the Strategic Plan provided; - The capacities of Members to initiate, analyse, debate and amend bill strengthened; - A rationalized legislative process with systematic, comprehensive and timely information available to Deputies; -Rationalized procedures to strengthen the interface between the Legislature and the Executive. / Commissions provided with support services to carry their oversight functions; - Increased understanding by Deputies of key human development issues and constitutional responsibilities to effectively oversee the Executive; - Public consultation processes institutionalized through regular public hearings, engagement of civil society and targeted Open Door activities; - Parliamentary Public information services strengthened to provide proactive information to the media and the public; - A code of ethics for Deputies that includes an effective accountability and control mechanism adopted; - Increased participation of women representatives in all activities of the Assembly; - International networks developed to foster exchanges on key parliamentary issues; - Effective and efficient parliamentary services, management and administration established to better meet the needs of the Assembly and the public through cohesive human resource development strategies; - Transparent and efficient mechanisms established to provide specialized technical services to the Assembly; - Improved efficiency of the Assembly through internal checks and balances.
