Breve Descrição

In 2001, the Government of Mozambique approved a Global Strategy for Public Sector Reform 2001–2011 to lay some of the groundwork for its Action Plan for the Reduction of Absolute Poverty 2001-2005. The Public Sector Reform Strategy encompasses six major components: – strengthening service delivery through decentralisation and institutional restructuring; policy formulation and monitoring; public sector professionalism; financial management and accountability; good governance and combating corruption; and the management of the reform process itself. In 2001, an Inter-Ministerial Committee for Public Sector Reform (CIRESP) and a Technical Unit for Public Sector Reform (UTRESP) were set up to oversee the implementation of the reform. The development partners in Mozambique have committed to supporting the implementation of the reform through bilateral, multi-lateral and basket-funding. For its part, UNDP, in partnership with DANIDA, will support flexible back-stopping and capacity-reinforcing Technical Assistance upon request from UTRESP. UNDESA and its global network of partners will be retained as the main provider of this ad-hoc Technical Assistance with other short-term consultants identified by UTRESP and UNDP. UNDP’s support to UTRESP will run from 1 July 2003 to 31 December 2005 and cover (1) the overall retainer of UN DESA’s back-stopping services to ensure a coherent and integrated implementation of PSR, (2) participatory design, training and dissemination of a monitoring and evaluation system, (3) participatory design of an e-Governance Strategy and the creation of a PSR website, (4) gender mainstreaming in public sector reform and human resources management, (5) mainstreaming the impact of HIV/AIDS in public sector human resources management, and (6) contribution to UTRESP’s personnel costs.
