- Training System for Public Administration
- Breve Descrição
- MOZ/02/004 is a continuation of previous UNDP support to the Training System for Public Administration, which dates back to 1998. The objective of the 1-year bridging project is to assist the Government of Mozambique in implementing Component 3 of the Public Sector Reform Strategy (Enhancing Professionalism in the Public Service) and, more particularly, support the Training System for Public Administration (SIFAP) as it shifts from preparation to implementation. Objectives: 1. Design appropriate mechanisms to ensure full coordination between SIFAP and Public Sector Reform (PSR), and financing modalities that allow PSR-related funds to cover the implementation phase of SIFAP, foreseen for 2004-2006. 2. Guarantee the continuation of ongoing SIFAP-related activities, including: a) Consolidation of the bases of SIFAP: Strengthening of the institutional and organizational set-up and strengthening of the linkages between the various institutions involved (the Department for Human Resources Development (DDRH) within the Ministry of State Administration, the regional Training Institutes in Public Administration (IFAPAs), the Ministries represented in the Inter-Ministerial Group on Public Administration Training (GIFAP), Provincial Governments and the Technical Unit for Public Sector Reform (UTRESP). Finally, the full operationalisation of the Personnel Information Management system (SIP, Sistema de Informação do Pessoal). b) Training Programmes and Actions: Continuation of planned training activities to avoid disruptions from planned activities, while appropriate long-term systems for full implementation are put in place. Training activities include: modular training, distance education courses, higher-level training, and shorter courses responding to specific needs. In addition, the project will maintain its support to a group of 20 students in South Africa and 3 students in Zimbabwe, currently enrolled in public administration courses. c) Infrastructure: Completion of the IFAPA in Beira and the rehabilitation of facilities to guarantee minimal SIFAP installations (office and training spaces) in some provinces.
