- Local Government Reform
- Breve Descrição
- The overall objective of the Support to Local Government Reform Project is to assist the Government of Mozambique in implementing Component 1 of the Public Sector Reform Programme (Improving service delivery through decentralisation and institutional restructuring), focusing on the Ministry of State Administration (MAE), the institution holding the responsibility for oversight of state administration including the Local State Organs (OLEs). The new OLE Law will entail a number of changes in public administration, and the Project will assist MAE at all levels to prepare for its new and increased responsibilities. The project aims at assisting MAE with strengthening the capacity of the National Directorate for Local Administration (DNAL), the Provincial Directorates of Support and Control (DPACs) and 30 District Administrations (3 in each province). Concrete activities include: - Supporting the implementation of small-scale results-oriented activities at the local level through partnerships between District Administrations and the Project to strengthen participatory planning and general management skills at local level; - Training of central, provincial and district staff by use of SIFAP short-term courses and on-the-job training to improve management, administrative and technical capacity within relevant areas; - Supporting and monitoring the implementation of Decree 15/2000, promoting community participation in local governance decision making processes; - Regulation of Law on Local State Organs and support to dissemination/implementation; - Definition of new functions, organic structures, institutional relations, and administrative procedures in relation to the creation of the provincial Permanent Secretariats (and corresponding training); - Functional Analysis of the Ministry of State Administration; Elaboration and publication of District Profiles to support the monitoring capacity of DNAL and DPACs; - Adjustment and mapping of District and Administrative Post areas by the help of GIS in the 30 selected districts.
