- Mozambique has suffered from a wide range of natural and man-made disasters such as drought, pests, various epidemics, bush fires, industrial and transport accidents and floods. After successive floods namely in 1976/77, 1978, 1979, the Government recognized the need to establish an institution that would manage disasters. The DPCCN - Department for Prevention and Combat of Natural Disasters - was established in 1980. With the objective of integrating long term plan for not only responding to disasters but also preparedness and mitigation, the DPCCN was transformed into the National Institute of Disaster Management - INGC which objective is disaster management and coordination of prevention activities, relief to disaster victims and the rehabilitation of affected infrastructure. Since disaster management implies inter-sectoral coordination and collaboration, INGC has the role of coordinating the entire disaster management system through the Disaster Management Technical Council, which is composed of the Ministries that are members of the coordinating council for disaster management. The council ensures inter-sectoral follow up of disaster management related activities. The development objectives of the project are: A well coordinated and integrated disaster risk management system, based on partnership between and across all the government sectors, the UN system and NGOs. The immediate objectives are: (i) Most vulnerable groups within the population of Mozambique better able to reduce their potential risk from disaster; (ii) INGC able to operate effectively fulfilling its organizational mandate; (iii) Effective operational mechanisms for disaster management at the provincial, district and local levels in the country; (iv) Increased awareness and understanding of all aspects of disaster management amongst key actors in the government and civil society; (v) Mozambique be more involved and integrated in disaster management at the regional and global levels.
