The fight against poverty and the commitment to promote human development is the guiding principle for the work of the UN in Mozambique. The Government has committed to fight poverty, but has not been fully capable of achieving its own goals in this regard. Despite high levels of economic growth, policies have not ensured inclusive green growth and effective poverty reduction. Mozambique has followed a development strategy with a strong focus on mega projects as the main engine for economic growth. However, as is increasingly evident, economic growth alone is far from sufficient to ensure poverty reduction and sustained human development. The newly adopted PARP has taken this to heart, and is putting employment creation and agricultural development at the center of economic development for the next 5 years. For the government to realize the ambitious goals outlined in the PARP, technical assistance is required, particularly in the areas of poverty analysis and development of inclusive green growth strategies. Strengthening of government capacity would enable the design of effective policies and allow Mozambique to translate high levels of economic growth and strong support from the donor community into broad based poverty alleviation and achievement of the MDGs. Moreover it is crucial that the capacity of the academia is strengthened to ensure the production of high quality independent poverty analysis, reports and evaluations of the progress made towards achieving human development and the millennium development goals. The production of such research will function as an important supplement/alternative to the governments’ efforts, and will contribute with important additional insights to key development issues in Mozambique. It will also play a key role in stimulating the national debate and holding the government accountable to its population. Despite positive developments in recent years, the academic capacity to effectively serve its important societal role as an agenda-setter and scrutinizer of government policies is still weak. There are few national institutions with the capacity to successfully conduct the research to produce larger pieces of work, such as the National Human Development Reports (NHDRs). The ability to identify the key developmental bottlenecks preventing effective poverty reduction, and the identification of geographical areas for intervention are central elements in any policy development. Likewise, the development and analysis of quantitative and qualitative data are basic requirements for design of strategies to promote inclusive green growth. However, the lack of capacity in key governmental planning institutions impairs the design of effective policies and the development of comprehensive analysis. While Mozambique has a well developed program for collecting data, including through surveys, the data is often not made available to all end users in the form of analytical work. Despite the large data production, past challenges have occurred when data from household and other surveys have not been published in time to inform key policy making. Furthermore, the institutions which rely on the data for policy and strategy design frequently do not have the capacity to independently conduct analysis. As a consequence policies are frequently developed without the potential impact being taken fully into consideration. Social Accounting Matrixes, economic models or other planning tools are needed in order to allocate resources where the greatest possible impact on the target group can be achieved. Regardless, such tools are rarely being applied. Furthermore, there is a need to improve the understanding of how poverty can be addressed in an inclusive, equitable and sustainable manner in Mozambique, in particular research directly linked to policy development. Such research work would complement the use of models and allow for comprehensive policies to promote inclusive growth to be developed. The academia can play an important role by debating and challenging (checks and balances on) government narratives, as well as providing additional and alternative perspectives to the debate, including on cross-cutting issues and vulnerable groups. The recently adopted PQG and PARP outline the government strategy for the coming years. The UNDAF builds on PQG and PARP, and aims to address these issues through supporting capacity development at the central level, as well as ensuring that comprehensive analytical work is available to policy makers when needed would be essential to ensure the effective implementation of the government’s development strategies. The UNDP will draw upon the expertise and complementarities of a broad range of the UN Agencies present in Mozambique, and coordinate efforts to ensure a broad scope and high quality of our upstream policy advice, capacity building and technical assistance. Project outputs The project will be contributing to UNDAF/CPD Outcome 6: “Strengthened democratic governance systems and processes guarantee equity, rule of law, and respect of human rights at all levels”, UNDAF Output 6.4: “The national statistical system produces, analyses, and disseminates quality data to promote the achievement of the MDGs” and CPD Output 6.8: “MDGs and national HDRs, and other policy documents produced and disseminated“. The UNDP will ensure the production of NHDRs, MDG reports and other policy documents and their dissemination at national and sub-national levels. The UNDP will coordinate its work with UNICEF, which is supporting INE and line ministries in the collection, use and analysis of disaggregated national data throughout the country and to all sectors. The access for vulnerable groups to improved income and livelihoods is dependent on the identification of development bottlenecks and assessment of key areas for intervention. The achievement of this does not depend solely on improved capacity in planning institutions and the development of high quality analysis, but these factors are a pre-requisite to improve vulnerable groups’ access to improved livelihood and income, through the creation of inclusive growth strategies.
