Brief Project Description
Danish support to the Health SectorHealth is a main priority in the Mozambican Government Five-year programme and in the poverty reduction strategy (PARPA). The Mozambican Government approved the first national health strategic plan in 2001 and is about to revise this plan in 2005.The Danish Health Sector Programme Support (HSPS) in Mozambique started in 1992 after the civil war. Its focus has consistently been on health service delivery and until 2002 support was mainly provided to the provincial health directorate in the province of Tete, where support, in accordance with national policy, has been provided to the rehabilitation of the primary health care system, human resource development and training. The third phase of the Danish HSPS with an overall budget of 164.5 mill. DKK covers the 5-year period 2002-2006. The programme aims to enhance public sector health delivery both at the central government level and at the provincial level in Téte. The programme has four main components:Component 1: Support to Implementation of the Provincial Strategic Health Plan, is intended to enhance the technical planning capacity in the Provincial health directorate and in the Provincial plan and financial directorate in Tete Province and to enable the health centres to function adequately.Component 2: Support to Implementation of the National Health Sector Strategic Plan, is designed help to enhance capacity of central institutions in three different areas: adopting a sector-wide approach to health ( SWAP); human resource development; and supporting development of a medical supply system. Component 3: HIV/AIDS in the Health Sector emphasises that HIV/AIDS is not only a health problem but also a social problem affecting all parts of society. Support will be provided to intensifying communication and strengthening the knowledge base as regards HIV/AIDS and its prevention. Initiatives geared to preventing the transmission and ensuring proper treatment and safety in hospitals and clinics will be introduced at provincial and district level in Tete, with a focus on both staff and the general population. Component 4: The provincial health directorate in Tete, is provided with broad based financial support to help its staff implement the Provincial Strategic Health Plan. Support for the rehabilitation of the hospital is also forthcoming under this component
