Brief Project Description
Public Sector Reform in Mozambique has reached a crucial point: The Global Strategy for Public Sector Reform 2001 - 2011 has been approved by Government, and the new Public Sector Reform was launched by the President in June 2001. This reform will encompass deep-going changes, ranging from overall functional analysis and restructuring of Government institutions and services, over decentralisation and public control, to training as well as salary-, pension- and incentive schemes.The Reform has five components:1. Decentralization and restructuring2. Improved policy formulation process from ministries through parliament3. Enhancing professionalism of the public sector4. Improved public financial management5. Curbing corruption.A number of other donors have indicated their interest in supporting the Reform, including the World Bank, UK, Ireland,Norway and Denmark. Other donors like Sweden point at ongoing activities through which they are already supporting the reform process. The Technical Unit for Public Sector Reform (UTRESP) is assigned the responsibility to operationalize and coordinate the planning and implementation of the Reform, and it has responded very positively to this assignment during the first year of operation. It is, however, crucial to maintain the momentum created by the approval of the Reform strategy and for this purpose to ensure that UTRESP will be capable of continuously drive the process. For the actual Component 1 of the Danish support programme, the proposed development objective is: Enhanced capacity of the public sector to coordinate the reform all over the country, to take into account important cross cutting issues and to restructure its institutions in order to make the sector more efficient and effective in delivering services especially to the poor.UTRESP will be implementing agency for Component 1 of the Danish support to the Public Sector Reform. Close cooperation will take place with UNDP (for management of Sub-component 3) and with a number of other donors (for contribution to and management of the Sub-component 2 concerning set up of a donor pool fund).
