Water, Sanitation and Hygiene
Brief Project Description
The Water, Sanitation and Hygiene programme will be implemented by the National Water Directorate (DNA) and its provincial directorates, within an inter-agency partnership framework. It will address low coverage levels, poor service delivery and weak sustainability of water and sanitation facilities, and will support national efforts to reduce the incidence of diseases such as diarrhoea and cholera. The programme will contribute to the progressive attainment of the Millennium Development Goals water and sanitation targets, in addition the child mortality reduction target as part of the ACSD initiative, through supporting the development of national and local capacities to provide sustainable and adequate water and sanitation facilities at community, health facility and school levels in disadvantaged rural and poor peri-urban areas of five provinces. Civil society organisations (CSOs), communities and the private sector will be instrumental in implementation and improving sustainability. The programme consists of four complementary components. Component 1: Policy and Planning. This component will support policy development and reviews, including financial and budget analysis, institutional strengthening, and improvement of information management systems. It will advocate for and support the development of appropriate and sustainable models for intermediate and local level capacity strengthening in order to facilitate the ongoing decentralisation process in the country. The key expected results under this component are: - Four targeted provinces, 22 districts and 6 municipalities with strategic and annual plans, proper M&E systems in place and with sustainability schemes/approaches operationalised (the fifth province, Gaza, will focus on emergency response); - Four provincial Master Plans for water and sanitation prepared and approved in line with the MDG and PARPA II targets and used for resource mobilisation (the fifth province, Gaza, will focus on emergency response); - Four provinces with data banks for water and sanitation improved using GIS/mapping in line with national plans (Road Map MDGs and PARPA II) (the fifth province, Gaza, will focus on emergency response); and - Decentralised government capacity for integrated district planning, M&E and service delivery for WASH strengthened in the seven model districts. Component 2: Rural WASH. This component will focus on scaling up the sustained delivery of WASH services in rural areas and will support the stimulation of demand for improved WASH services. It will provide technical and financial assistance for the provision of improved and sustainable water and sanitation services to communities/families and health centres. The key expected results under this component are: - At least 500,000 new users in rural areas have access to safe drinking water facilities in four targeted provinces; - 20,000 care givers in rural areas are equipped with improved hygiene practices and HIV/AIDS mitigation skills through a communication for social and behaviour change strategy in targeted provinces; - 80,000 households (440,000 new users) in poor rural areas gained access to improved latrines; and - At least 50,000 people in emergency prone areas supported with supplies for drinking water treatment and for environmental sanitation. Component 3: Urban and Peri-Urban WASH. This component will support increased coverage of sustainable water and sanitation facilities in urban and peri-urban areas by developing the capacity of local stakeholders for adequate planning and implementation of decentralised WASH interventions, including emergency response and mitigation. It will also support the stimulation of demand for improved WASH services and use through participatory community capacity development and strengthened hygiene promotion activities. The key expected results under this component are: - At least 100,000 new users in poor urban and peri-urban areas have access to safe drinking water facilities in six targeted municipalities; - 100,000 care givers in poor urban and peri-urban areas are equipped with improved hygiene practices and HIV/AIDS mitigation skills through a communication for social and behaviour change strategy in targeted provinces; and - 20,000 households (100,000 new users) in poor peri-urban and urban areas gained access to improved latrines. Component 4: School Wash. This component will provide technical and financial assistance for the provision of child-friendly water, sanitation (separate for girls and boys) and hand washing facilities in schools. It will support the establishment or strengthening of child-to-child sanitation committees, and support the training of WASH community committees on the management, operation and maintenance of school WASH facilities, in coordination with school councils. The key expected results under this component are: - Safe drinking water and separate sanitation and hygiene facilities provided to 220 primary schools in seven districts; - Key hygiene practices of 80,000 primary school children improved in seven target districts; and - 70 per cent of schools councils playing an active role in the water management committee and maintenance group of the school.
