- The proposed Project REID - Rehabilitação de Emergência de infraestruturas nos Distrito: aims at recovering basic infrastructures and thus strengthening the quality of local administrative services of the districts. The proposed intervention will take place in four districts and two Municipalities where the decentralisation support project PADM (Programa de Apoio aos Distritos e Municipios) had been active and where population has suffered from recent calamities in the year 2007. The intention is to improve damaged community and government infrastructures that had been affected by the Cyclone “Favio” and the flooding of the Zambezi river valley. Both calamities happened in early 2007. By putting basic and essential infrastructure back in shape, improvements in the service delivery by District Governments, achieved within the program period of PADM, would not be prejudiced by the recent calamities, and the then gained accelerated pace of development could be maintained, hence efficient poverty reduction measures sustained. An additional component of the project will be executed in the Municipality of Dondo where an integrated consultancy work started in 2006 with the aim to create sustainable structures within the Municipality. Improvements in the quality of management capacity of the municipal structures and better service delivery in the context of governance are expected with this intervention.
