- The Millennium Declaration in Article 25 reaffirms the commitment to work collectively for more inclusive political processes, allowing genuine participation by all citizens in all countries. Participation is one of the human rights principles, as such it is not a gift or privilege, but the right of every citizen. In other words, it is a right for all – especially the most marginalized and vulnerable in society. All men and women should have a voice in decision-making that influence their lives, either directly or through legitimate intermediate institutions that represent their interests. Participation enables a society to make use of the different views expressed and capacities of its individual members, as well of organized groups. Therefore, it is a precondition for development. Participation is also fundamental to human-rights based approach to programming, and it is laid down as one of the five basic elements of the HRBA (others include: express linkage to rights, accountability, equality and non-discrimination, and empowerment). In the Common Understanding Document it is stated that “development cooperation contributes to the development of the capacities of 'duty bearers’ to meet their obligations and/or of ‘right holders’ to claim their rights”. Capacities for human rights promotion and protection can be only acquired by rights-holders through the process of their active participation in all parts of development programming. Participation is central to the developmental approach as development is “a process of expanding the real freedoms that people enjoy”. To achieve the widest participation, and to be in line with the present decentralization policy of Mozambique, the Government is committed to accelerating the decentralization process, in order to enable people to participate more directly in governance processes and help and empower people especially vulnerable groups. The Government of Mozambique is aware of the importance of citizens participation and has created formal Forums where Civil Society, Private Sector and all other non-state actors are called to participate (LOLE, 8/2003, Decree 11/2005, “Guidelines for Consultation and Community participation”, Guidelines for the Development Observatory and recently approved the National Decentralized Finances and Planning Programme -PNPFD). All three mechanisms have been institutionalized, accepted and framed within a management framework in the public sector. CSOs however face a critical challenge of capacity constraints to participate and contribute effectively and sustainably at all levels, including weak structure, limited management and technical capacity, fragility in establishing links between micro interventions and policies, weak capacity to mobilize resources as well as the overall environment in which they operate. This project will support the functioning of the APRM National Forum, the functioning o selected Provincial Development Observatories and the functioning of selected District Consultative Councils, while capacitate the CSOs to effectively participate and contribute in these forums.
