- Free and fair elections and human rights are the key principles of Democratic Governance, which are amongst the most important areas of development. Since the signing of the General Peace Agreement in 1992, which ended 16 years of war, Mozambique has made significant progress towards successfully undertaking multi-party elections with crucial support from its international partners. Since the first general elections in 1994, undertaken with significant support from the UN peacekeeping mission (ONUMOZ), the national mandate for managing the electoral processes has fallen on the National Election Commission (CNE) with the technical and logistical arrangements falling under the Technical Secretariat for the Administration of Elections (STAE). In all electoral cycles, the management of elections was generally considered to be free and fair by international and national electoral observation missions, although in the last cycle, there were administrative challenges that not having been addressed to the full satisfaction of all parties, were perceived as political exclusion of candidates. There were also procedural irregularities in some parts of the country. As part of essential measures to address the main issues, the electoral law is being revised by the Parliament to provide a clearer guidance to the electoral management for future elections. In efforts to consolidate its democracy, the country is entering its fifth electoral cycle (2013-2014) representing accumulated experience by the CNE dating back to the first election in 1994. Throughout all the previous electoral periods, UNDP has provided support to Mozambique including but not limited to coordinating technical assistance to electoral management and providing support for resource mobilization efforts through different funding modalities: multi-donor trust fund, cost-sharing projects and bilateral financing. Since the election process of 1994, Mozambique has seen its main electoral management body (EMB), the National Electoral Commission (CNE) undergoing important changes in its composition and selection, from 21 to the current 13 members with the other EMB, Technical Secretariat for the Administration of Elections (STAE) becoming permanently subordinated to the CNE (although its Director-General is still named by the Prime Minister on recommendation by the CNE). New voters’ lists have been produced and updated. The country has, however, experienced several challenges in its efforts to ensure credible and transparent elections. Despite the good work conducted by CNE and STAE, the voter turnout remains low having decreased from 87 % (1994) to 44,63% (2009). In order to improve the understanding and awareness of the electoral process, CNE and STAE should promote responsible practice of the Electoral Civic Education. Electoral civic education covers aspects of elections such as why and when to vote, addressing voters’ motivation and preparedness to participate fully in elections. It requires an extensive period of time, and not just around elections period, so that the civic responsibility in elections is well internalized within Mozambican population. The project will benefit from the expertise of UNESCO for the dissemination of civic education in the secondary schools and the use of community radios for electoral civic education in local languages. In order to achieve mentioned outputs, UN will work in strengthening EMBs management capacity to ensure free and fair election with inclusiveness of civil society.
