Participatory Slum Upgrading and Prevention Programme
Brief Project Description
UN-HABITAT, with funding from the European Commission and in collaboration with the Africa, Caribbean and Pacific countries Secretariat, set up the Slum Upgrading Upgrading and Prevention Programme (PSUP) to address the slum problem at its root, with the following two-fold approach: - Adaptative: upgrading of existing slums - Preventive : preventive new slum formation. The PSUP is being implemented in 2 phases: the first one consisted on a Rapid Urban Sector Profiling for Sustainability". The second builds upon the result of this profiling and aims at building the capacities of stakeholders at central and local level in human settlements and slum upgrading and prevention in Mozambique, and use the results of knowledge sharing and project design to feed the development of local capacity to effectively implement the existing policy, institutional, legislative, financial and normative frameworks on slum upgrading and prevention. Expected results include: - A proper institutional, communication and dialogue mechanism concerning slum upgrading and urban development in Mozambique created - All relevant activities related to slum upgrading and urban development being used by the Government of Mozambique in its decision-making process on urban poverty and development compiled and reflected in the curricula of specialized training institutions. - A specialized project for infrastructure development in a poor neighbourhood of Nampula City designed and ready to be used as a complementary resource mobilization tool for the implementation of the CDS of Nampula - An action-oriented programme document, based on in-depth studies on slums and current urbanisation trends in Mozambique, including recommendations for political and programmatic actions, formulated and endorsed by all relevant stakeholders.
