- About 50 percent of the population of Mozambique live within 75 km of the coast and 33 percent live within 25 km of the coastline.Contributing to development and growth in the coastal areas therefore has a potential to reach a substantial portion of thepopulation. A large number of households along the coast are engaged in the small scale agriculture and fisheries activities. Postharvest trade is also an important source of income often undertaken by female household members. The Ministry of Fisheries withits Institute for the development of small scale fisheries is playing an important role in the broader economic and socialdevelopment of the coastal areas. The Ministry of Fisheries has requested the Bank to support its further development of thecoastal areas, but also provide support to review and modernize the current regulatory framework.The objective of the project is to enhance socio-economic growth for the population inhabiting coastal regions of Mozambique and tosupport the review and the improvement of the strategic planning framework for fisheries. This will be achieved through: (i)promoting the sustainable management of coastal and aquatic resources; (ii) supporting the development of micro, small and mediumenterprises; (iii) reviewing and modernizing the current strategic framework for fisheries development.The main target groups of the project are the fishers, the operators along the seafood value chains, and the coastal communitieswho would benefit from sustainable natural resources use, improved infrastructures, diversified and profitable income generationopportunities; and key institutions that oversee the management of the fisheries sector and the development of the coastal areas.The proposed project would consist of four components to be implemented over a five years period at an approximate cost of $38million. The components would comprise: (1) Good governance, management and institutional strengthening; (2) Restructuring anddevelopment of fleets and value chains; (3) Infrastructures and support to MSME; (4) Alternative livelihoods. The project wouldhave a three level approach to addressing gaps at the institutional, fisheries and coastal communities' level. The project wouldbuild on experience gained from previous and on-going Bank's projects in the region as well as other efforts during the lastdecades.
