Mitigating the social harms of extractive indistries in Mozambique
Brief Project Description
This project focuses on IOM activities within a set of joint UN interventions and is aimed at responding to migration challenges related to the extractive industries in Mozambique. The overall objective of the project is to mitigate the social harms resulting from extractive industries in Mozambique. IOM will implement three activities as part of the 2013 UN One Fund initiatives: First, IOM will lead the implementation of an assessment of the health impacts, with a focus on HIV and TB, resulting from the “EI boom” - the influx of multinational mining companies as a result of the discovery of massive coal reserves in Tete Province in northern Mozambique. Following a request for support from the Governor of Tete Province and the National AIDS Council (CNCS), the UN has mobilized resources to do an initial phase of mapping and evidence-gathering to inform Government about emerging trends, and to support the creation of a strategic plan to mitigate the negative consequences of the EI-related economic activities - community resettlement, construction of mines, infrastructure (e.g. railways and roads, as well as housing, hotels, shops) - in the Province of Tete. The proposed project will focus on identifying vulnerabilities of children, women and men in the context of population changes, and mobility linked to the extractive sector. The second and third activities will be done under the umbrella of IOM’s existing project (funded by US PEPFAR) with TEBA Development Mozambique, which aims to build the capacity and resilience of mineworker-sending communities in Gaza Province. Gaza Province remains the main exporter of labour to the mines in South Africa. First, IOM will support TEBA to implement TB prevention activities within communities. Second, following a request from the provincial government of Gaza, IOM will build the capacity of the newly-established provincial task force on human trafficking to prevent and respond to human trafficking.
