Life saving Humanitarian Shelter and response to populations in Gaza province displaced by flooding.
Brief Project Description
IOM will work in partnership with the Mozambican Red Cross (CVM), Samaritan’s Purse, and Save the Children (CASACO) to provide temporary shelter NFIs and set-up support to internally displaced persons (IDPs) currently residing in open-air reception points throughout Gaza Province. Although an estimated 150,000 IDPs have been affected by the flood, the shelter cluster estimates 100,000 IDPs are in need of emergency life-saving shelter interventions. UN Habitat and IOM led a shelter cluster assessment between the 24-26th of January, 2013, to identify needs and locations of key concern. The assessment demonstrated that some locations – e.g. Chihaquelane (~55,000 IDPs) – needed immediate shelter. Other locations with smaller numbers in Macia and Hokwe, identified IDPs sheltered in churches and schools. The cluster has thus settled on an operating number of 15,000 families – 100,000 IDPs – to begin immediate shelter support to those IDPs residing under trees or in unsafe accommodation centres. Specifically, shelter NFIs to be supplied by CERF include tents for the most vulnerable, tarps, poles, rope and stakes for those able to construct their own shelter, blankets and kitchen kits. Poles are of particular importance as IDPs are located in open-air camps where tarps will not be useful for shelter without a frame. IDPs are being hosted by neighbouring communities, where cutting wood from local cashew trees (if only tarps are supplied) would create both environmental risks and hostile host-community tensions. Gaza Province is a well-known migrant-sending Province with a large number of female-headed households. IOM estimates 60% of the displaced population are women and children, with approximately 17% IDPs being children under 5 years of age. Thus, shelter will include a ratio of 1:10 tents to tarpaulins to allow for increased security and shelter protection for the most vulnerable. Registration, distribution and tent/tarp set-up will be carried out in partnership with the district Centres for Emergency Operations: National Institute for Disaster Management (INGC) representatives and District Administration and technical officials. IOM and partners anticipate necessary support to the government in terms of coordination, purchasing, delivery, registration, planning, distribution and set-up of materials with IDPs. Chihaquelane, which holds the largest self-settled camp, will require camp consolidation efforts as shelters are erected. Efforts must similarly continue to identify, map and assess the needs of communities cut-off from the floods and destroyed roads and bridges, to deliver shelter supplies to those most in need.
