- Swedish research cooperation with Mozambique was initiated in 1978, with emphasis on support to building institutional research at Eduardo Mondlane University. Since 2006, Sweden extended its support to the Ministry of Science and Technology (MCT)in its efforts to implement the Mozambique Science, Technology and Innovation Strategy, (MOSTIS), including the creation of the National Research Fund (FNI) as an important institution for supporting the production of and using new knowledge relevant for the country’s needs and which has the mandate to deal directly with donors and beneficiaries of support. The role of FNI is to strengthen research capacity through managing competitive funds for (1) research, technology transfer and innovation, (2) scholarships and (3) support to research infrastructure. The funding of research and technology transfer and innovation projects done by FNI is regulated by “General Rules and Regulations for Funding Activities” which gives a general framework for funding and administrative processes for distributing the funds. With the implementation of the governments’ decree (Decreto no 12/2005) that gives FNI administrative and financial autonomy, a Board of Directors, which is the highest governance board, has been appointed with full mandate to approve FNI strategic plans, annual plans, financial reports and deliberate on all FNI strategic initiatives. FNI is headed by the Executive Director with the support of a Deputy Executive Director and an executive secretary. This decision for continued support to the research system in Mozambique, with focus on direct support to FNI, in order to develop the institutional capacity of FNI, with particular reference to its research council functions., This inception phase will focus on (i) completion of ongoing projects, (ii) strengthening of systems for review and application of manuals, documentation (reporting, auditing, assessments, monitoring and evaluation, visits etc.), (iii) establishment of partnerships in the area of innovation and clusters development, (iv) increased gender integration in FNI’s work, (v) document lessons learnt, and (vi) elaborate a proposal for the period 2016-2020. The proposed contribution is also in line with Government priorities as reflected in all important documents, inter alia, the Plano Quinquenal do Governo 2015-2019 (PQG 2015-2019), MOSTIS (2006-2016) and Agenda 2025
