Breve Descrição

The overall objective of the assignment is to ensure better coordination of EU and non-EU Donors in Mozambique through the continuation of the implementation of the enlarged EU Projects Database (DbIS), User Trainings in relevant Government of Mozambique departments and the production of a yearly study: “An EU View of Grant Disbursements by Donors and by PARPA Sectors in Mozambique” (part of the Joint Annual Review (JAR) Document). More in particular, the specific objectives are: (i) to provide continuation of DbIS’s implementation in the form of an internet based EU-Mozambique Knowledge Management System open and enlarged to like minded non-EU donors such as the partners in the Budget Support Group (PAP G17) (ii) to coordinate DbIS implementation with the Government of Mozambique, such as the continuation of the integration of the Ministry of Plan and Development (MPD) quarterly reporting requests (iii) to integrate DbIS and build capacity as well as set up the necessary office facilities for its sustainable continuation within a still to be designated Government of Mozambique Department in the Ministry of Finance or Plan and Development (iv) to provide participating Donors and the Government of Mozambique with requested extracts from DbIS according to agreed on standardized formats (On- / Off Budget Situation, Sectoral Analysis according to DAC codification etc …) (v) to provide continuous training for focal persons from Donors on how to integrate their data and interested Government Departments on how to use and manage DbIS (vi) to provide the EC Delegation and EU Donors with the study of “An EU View of Grant Disbursements by Donors and by PARPA Sectors in Mozambique” based on DbIS data and therefore DAC Sector codification (vii) to encourage the involvement of non-EU members of the Donor community in this harmonization activities
